Will each team get their best offer put in? Or with only the best offer be put into the game? (meaning only one offer goes in on each coach/scout ?)

One offer goes in. It's not like FA in a sense everyone has a chance. Whoever has the best offer on the boards gets the coach. But, remember, it is like FA in the sense that coaches won't necessarily sign with your team because they don't like you. Best offer on the boards gets put in.

I'm not sure this makes sense to me then. If the coach could potentially turn down the job with the team, why wouldn't multiple offers get put in? So if the coach/scout doesn't like the best offer on the boards, then no one gets him?

Because the first team the coach likes he signs with. If he doesn't like the best offer, I use the next best.
